For the original allocation, yes — each mobile prefix belongs to one operator (for example 0661 is Maroc Telecom, 0665 is Orange, 0600 is Inwi), and Veriphone returns it from the full numbering plan. The catch is portability: since 2007 a number can keep its prefix after switching networks, so a 0661 number is not guaranteed to be on Maroc Telecom today.
