Portugal numbers carry the +351 country code and are written in full, with no separate national trunk prefix. Mobile and fixed-line ranges are distinguished by their leading digits and returned as a line_type you can filter on.
Portugal mobile operators & prefixes

No. Those prefixes only reveal the original allocation (91 Vodafone, 92/96 MEO, 93 NOS). Portability since 2002 means the serving operator can differ β use mode=current for the operator now serving the number.
Do I need a leading 0 or trunk prefix?
No. Portugal has no trunk prefix; the 9-digit national number is dialled as-is. In international format use +351 followed by the 9 digits, with no extra 0.
Is Lycamobile its own network?
No. Lycamobile is Portugal's largest MVNO and rides on Vodafone's network, so its numbers sit in the standard mobile 9x ranges rather than a distinct operator block.
